Agent of Change

The principle of 'Agent of Change' has been captured in national planning policy and means that an established business should not be reasonably restricted by a development in its proximity. In reality, this simple idea is complex to put into action, with the business needing to: understand its acoustic baseline, place an objection to the application, and capture any mitigation in a legally binding agreement. Furthermore, this must be carried out in a way that does not leave the business exposed to regulator action should future complaints be received.
